Both countries have their pros and cons. A conservative Muslim accepting a certain dress code (Abaya), accepting that women are not allowed to drive, agreeing with strict gender segregation might opt Saudi lifestyle over Dubai. It all depends on your Nationality and what you want/you are used to. While in Saudi you HAVE to face certain restrictions, in Dubai you can go by it but you don't have to. In Dubai you can wear an Abaya and Hijab but you don't have to. In Dubai you also can drive and socialize with men without being related to them. In the UAE you will be able to join concerts, movies, beaches, etc (if wanted) which isn't possible for women in Saudi. As an expat living in Dubai it's also easier to obtain a visit visa for relatives/friends as long as you fulfill certain requirements. It's all left up to you and your needs/priorities.
